COPE and Climbing Level I Instructor
Course Name: Gulf Stream Council COPE and Climbing Level I Instructor
Course Dates: March 29-30, 2025 Course Duration: 19 hours (8:30 AM Saturday - 6:00 PM Sunday)
Course Fee: $65 (includes meals), $75 late fee (March 1st)
Course Eligibility:
- Scouting America Registered Adult (at least 18 years old)
- Scouting America Registered Youth (at least 16 years old and have earned the Climbing Merit Badge)
Course Prerequisites:
- BSA Youth Protection Training
- BSA Climb On Safely
- BSA Hazardous Weather
- BSA Annual Medical and Health Form (Parts A & B)
- Read Chapters 2, 5-11, 13-14, and 27 in the BSA “Belay On” Manual
Provided Equipment: A climbing harness and helmet will be provided for use by each participant during the training course. If you have your own climbing harness and helmet, you may bring them to the weekend course and request approval for use. IMPORTANT NOTE: Prior to granting permission for use, all personal climbing harnesses and helmets will be subject to inspection by the course staff to ensure they meet both BSA’s and the manufacturer’s safety and appropriate use standards.

Course Description: The course is designed to cover the Challenging Outdoor Personal Experience (COPE) and Climbing Instructor Level I Foundations competencies. The course goal is to ensure that you can safely and effectively support Gulf Stream Council Unit, District, and Council Low COPE activities held at Tanah Keeta Scout Reservation. Training will be conducted following the BSA guidelines of “Climb On Safely”, “Belay On”, National Camp Accreditation Program (NCAP) Standards, and Gulf Stream Council’s Climbing/Rappelling Policies and Procedures. This Level I course is intended for BSA registered adults who meet the above prerequisites and are interested in learning and teaching the basics of Initiative Games, Low COPE elements as well as helping facilitate High COPE elements. Upon successful completion of the course (to include demonstrating skillful facilitating competencies), adults will receive their BSA “COPE Level I Instructor” training card. BSA registered youth who meet the above prerequisites are also eligible to take the Level I course. Upon successful completion (to include demonstrating Low COPE facilitation competencies), youth will receive their BSA “COPE Instructor in Training” card.
Please note that this course will only focus on Gulf Stream Council’s Low COPE and High COPE course and will not cover the climbing tower or the High COPE course. We invite attendees from other councils but know that COPE instructor training is council-specific. We’ve designed our council’s training to apply to the facilities and equipment we have at our camps. Therefore, completing the Gulf Stream Council course will only transfer to your home council at the discretion of your council’s COPE Director. Please work with your council’s COPE Director before registering if you intend this course to satisfy requirements for your council.
